The F$M Change Network was a critical component of the F$M Team. It was comprised of four key stakeholder groups whose members came from various organizational levels and spread across divisions and departments at the Lab. The stakeholder groups that made up the Change Network are detailed below.
The overall purpose of the Change Network:
- Help prepare the Lab for F$M, encouraging the community to embrace F$M in an effective & timely way
- Provide advice & support for a smooth implementation
Components of the Change Network:
The Business Systems Modernization Steering Committee (Steering Committee) provides strategic direction for large, Lab-wide operations initiatives, of which F$M was the largest. The Steering Committee is comprised of management representatives from key organizations with interest in project oversight, control, and outcomes. The Steering Committee meets monthly.

- Advise the Executive Sponsor, Committee Chair, & Project Team (see org chart)
- Provide direction, guidance, issue resolution, and policy decisions

The Stakeholder Committee represented the Lab community’s stakeholder interests in the F$M Project. It consisted of a mixture of scientific and operations leaders, from each ALD Area, charged with representing the needs of all the divisions within their Area. The Stakeholder Committee met monthly.
- Provide relevant, timely and objective advice from our various Area stakeholders to the F$M Project Team
- Serve as primary point of contact on the F$M Project for their Area / Directorate
- Disseminate important information to stakeholders
- Implement project action items & corrective actions
- Promote F$M awareness

The Project Council operated at a more tactical level and worked as a collaborative and productive advisory council to the F$M Project Management Office. The Project Council was made up of relevant key members of OCFO, IT Division, and Stakeholder representation. The Project Council met weekly.
Support successful accomplishment of project objectives across all aspects, including financial stewardship, services, and information, and the delivery of tools necessary for efficient and effective operations.

Each Service Area of the F$M Project was led by two members of the F$M Core Team, and supported by a Working Group and Subject Matter Experts.
Working Groups were comprised of ~5-7 Lab employees representing a mix of Divisions, levels, and job classifications. Working Group members committed up to 25% time to the F$M Project.
Subject Matter Experts are selected from across the Lab and externally, and are consulted on specific topics.
- Ensure tactical Lab-wide engagement and support
- Create dialogue with representatives throughout the Lab
- Ensure F$M design supported the Lab’s Business Models
